Indoor Marihuana Growing Operations
A recent drug trend has found it’s way to the Winnipeg area. Sophisticated indoor
marihuana grows, although not new to Winnipeg, have been turning up with
regularity in middle and upper-middle class residential neighborhoods of the city.
Winnipeg Police are discovering these commercial operations on a weekly basis
and are observing first hand a number of safety hazards that are putting our
neighborhoods at risk. They include:
DANGERS TO PUBLIC SAFETY
The following are some of the public safety hazards caused by indoor marihuana grow
operations.
Fires
Diverting electricity and tampering with electrical wiring
can lead to house fires. The use of extra exhaust fans
in the grow operation can accelerate the fire increasing
the hazard. This hazard extends not only to the house
where the indoor marihuana grow is located, but also
the homes surrounding it in the neighborhood.
Estimates are as high as one in ten that indoor
marihuana grows will catch fire. In Winnipeg we have
already seen these types of fires as recently as
December 2002.
Power Outages
Overloading the power system can cause hydro transformers to blow resulting in power outages
in entire neighborhoods. This type of incident occurred in December 2002 in north Winnipeg.
Poisonous Gases
The re-venting of the furnace to circulate the air to feed the marihuana plants can circulate
exhaust fumes from the furnace back into the house.
There can be a build up of poisonous gases from the chemical nutrients used in the production of
the marihuana crop. These poisonous gases are circulated inside the house and also vented to
the outside and released into the neighborhood.

Explosions
The combination of solvents and oxygen from the exhaust fans in "weed oil extraction labs" can
cause an explosion. (Last year in Boucherville, Quebec, a house exploded in one of these “weed
oil extractions labs. It caused $1,000,000 damage to neighboring homes.)
Violence
The ability for the growers to make a massive profit prompts them to arm themselves to protect
themselves and their operation. (In British Columbia, one in eight homicides is related to the
marihuana grow industry).
There is increasing evidence of kidnappings; extortion and home invasions linked to the
marihuana grow industry. In Summer 2002 Winnipeg Police discovered an indoor grow operation
that had been invaded by members of a local street gang.
Booby Traps
Often residences that house indoor marihuana grows are "booby trapped" to target unauthorized
entry (e.g. live wires on door handles, spikes exposed in entranceways). This can cause injury or
even death to emergency responders (e.g. firefighters, paramedics, police), newspaper carriers,
or even innocent children who happen to wander on to the property.
