I.
In port before cargo is shipped
PASSENGE R SHIPS
17.6. 2 Sidescuttles may, however, be fitted in spaces
appropriated alternatively to
the carriage of cargo or passengers, but they shall be of
such construction as will effectively prevent any person
opening them or their deadlights without the consent of
the master.
17. 6. 3 If cargo is carried in such spaces, the side scuttles and
their deadlights shall be closed watertight and locked
before the cargo is shipped and such closing and locking
shall be recorded in such logbook as may be prescribed
by the Administration.

II.
Within 12 hours before departure
ALL SHIPS
Steering gear - testing and drills
19-2 (a) Within 1 2 hours before departure, the ship's
steering gear shall be checked and tested by the
ship's crew. The test procedure shall include, where
applicable, the operation of the following:
(I) the main steering gear;
(II) the auxiliary steering gear;
(III) the remote steering gear control
systems;
(IV) the steering positions located on the
navigating bridge;
(V) the emergency powers supply;
(VI) the rudder angle indicators in relation
to the actual position of the rudder;
(VII) the remote steering gear control
system power failure alarms;
(VIII) the steering gear power unit failure
alarms; and
(IX) automatic isolating arrangements
and other automatic equipment.
19-2 (b) The checks and tests shall include:
(I) the full movement of the rudder
according to the required capabilities
of the steering gear;
(II) a visual inspection or the steering
gear and its connecting linkage; and
(III) the operation of the means of
communication between the navigating
bridge and steering gear compartment.
19-2 (f) The date upon which the checks and tests
prescribed in paragraphs (a) and (b) are carried out
and the date and details of emergency steering drills
carried out under paragraph (d), shall be recorded in
the log-book as may be prescribed by the
Administration

III.
In port and/or before leaving port
ALL SHIPS
18.3.3 On a ship engaged on a short international voyage, if a
muster of passengers is not held on departure, the
attention of the passengers shall be drawn to the
emergency instructions required by regulations 8. 2 and
8. 4. 8. 2 Clear instructions to be followed in event of
an emergency shall be provided for every person on
board.
8. 4 Illustrations and instructions in appropriate
languages shall be posted in passengers’ cabins
and be conspicuously displayed at muster stations
and other passengers’ spaces to inform
passengers of:
(I) their muster station;
(II) the essential actions they must take in
an emergency;
(III) the method of donning life jackets.

25. 2 Hinged doors, portable plates, sidescultles, gangway,
cargo and coaling ports and other openings, which are
required by these regulations to be kept closed during
navigation, shall be closed before the ship leaves port.
The time of closing and the time of opening (if
permissible under these regulations) shall be recorded
in such log-book as may be prescribed by the
Administration.
25. 3 A record of oil drills and inspections required by
regulation 24 shall be entered in the log-book with an
explicit record of any defects, which may be disclosed.

15. 9. 4 Sliding watertight doors fitted between bunkers in the
between decks below the bulkhead deck may
sometimes be open at sea for the purpose of trimming
coal. The opening and closing of these doors shall be
recorded in such log-book as may be prescribed by the
Administration.
15. 10. 2 Such doors (hinged, rolling or sliding watertight doors)
shall be closed before the voyage commences and shall
be kept closed during navigation; the time of opening
such doors in port and of closing them before the ship
leaves port shall be entered in the log-book. Should any
of the doors be accessible during the voyage, they shall
be fitted with a device which prevents unauthorized
opening When it is proposed to fit such doors the
number and arrangements shall receive the special
consideration of the Administration.

17. 3.3.2 The time of opening sidescuttles (the sills of which
are below the margin line) in port and of closing and
locking them before the ship leaves port shall be
entered in such log book as may be prescribed by
the Administration

IV.
Before leaving port
PASSENGER SHIPS
24.2.1 Drills for the operation of watertight doors, sidescuttles,
valves and closing mechanisms of scuppers, ash-
chutes and rubbish-chutes shall take place weekly In
ships in which the voyage exceeds one week in
duration a complete drill shall be held before leaving
port and others thereafter at least once a week during
voyage.
25.3 A record of all drills and inspections required by
regulation 24 shall be entered in the log book with an
explicit record of any defects, which may be disclosed

9. Operational test of shipboard navigational equipment
should be carried out at sea as frequently as practicable
and as circumstances permit in particular when
hazardous conditions affecting navigation are expected
where appropriate these tests should be recorded.

18.3.2 On a ship engaged on an international voyage which is
not a short international voyage musters of the
passengers shall take place with in 24h after their
embarkation Passengers shall be instructe d in the use
of the life jackets and the action to take in an
emergency if only a small number of passengers
embark at a port after the muster has been held it shall
be sufficient , instead of holding another muster, to
draw the attention of these passengers to the
emergency instructions required by regulations 8.2 and
8. 4*
18.5 The date when musters are held details of abandon ship
drills and fire drills, drills of other life saving appliances
and on board training shall be recorded in such log
book as may be prescribed by the Administration If a
full muster, drill or training session is not held at the
appointed time an entry shall be made in the logbook
stating the circumstances and the extent of the muster
drill or training session held,

24.3.1.The watertight doors and all mechanisms and indicators
connected therewith, al l valves, the closing of which is
necessary to make a compartment watertight and all
valves the operation of which is necessary for damage
control cross-connections shall be periodically
inspected at sea at least once a week

VIII. Weekly

19. 6 Weekly inspection
The following tests and inspections shall be carried out
weekly
19.6.1 all survival craft rescue boats and launching appliances
shall be visually inspecte d to ensure that they are ready
for use

19.6.2 all engines in lifeboats and rescue boats shall be run
ahead and astern (or a total period of not less than 3
mm provided the ambient temperature is above the
minimum temperature required for starting the engine
In special cases the Administration may waive this
requirement for ships constructed before 1 July 1986
CLARIFICATION
The outboard motor fitted to a rescue boat should be
tested weekly as required by regulation 111/19 6 2
However if the special characteristics of the motor
would not permit it to be run other than with its
propeller submerged for a period of 3 mm, it should be
run for such period as is prescribed in the
manufacturer's handbook
19.6.3 the general emergency alarm system shall be tested.

19.2 (e) The Administration may waive the requirement to carry
out the checks and test prescribed i n paragraphs (a)
and (b) for ships which regularly engage on voyages
at least once every week.

18.3.1 Each member of the crew shall participate in at least one
abandon ship drill and on ( fire drill every month The
drills of the crew shall take place within 24 h of the ship
