considerablyinitsburningcharacteristicsfromcommon“blackpowder.”Blackpowderburnsat
essentiallythesamerateoutintheopen(unconined)aswheninagun.
Whenignitedinanunconinedstate,smokelesspowderburnsineficientlywithanorange-coloredlame.
Itmayproduceaconsiderableamountoflightbrownnoxioussmellingsmoke.Itleavesaresidueofash
andpartiallyburnedpowder.Thelameishotenoughtocausesevereburns.
Whenitburnsunderpressureasinacartridgeiredinagun.Smokelesspowderproducesvery
littlesmoke,asmallglow,andleavesverylittleornoresidue.Theburningrateofsmokelesspowder
increaseswithincreasedpressure.
Ifburningsmokelesspowderisconined,gaspressurewillriseandeventuallycancausethecontainer
toburst.Undersuchcircumstances,theburstingofastrongcontainercreateseffectssimilarto
anexplosion.
Forthisreason,theU.S.DepartmentofTransportation(formerlyInterstateCommerceCommission)
setsrequirementsforshippingcontainersforpropellantsandrequirestestsofloadedcontainersunder
actualireconditionsbeforeapprovingthemforuse.
WhensmokelesspowderinDOTapprovedcontainersisignitedduringsuchtests,thecontainerseams
splitopenorlidspopofftoreleasegasesandpowderfromconinementatlowpressure.

HOW TO CHECK SMOKELESS POWDER FOR DETERIORATION
Althoughmodernsmokelesspowderscontainstabilizersandarebasicallyfreefromdeteriorationunder
properstorageconditions,safepracticesrequirearecognitionofthesignsofdeteriorationandits
possibleeffects.
Deterioratingsmokelesspowdersproduceandacidicodorandmayproduceareddishbrown
fume.(Don’tconfusethiswithcommonsolventodorssuchasalcohol,etherandacetone.)Powder
deteriorationcanbecheckedbyopeningthecaponthecontainerandsmellingthecontents.Powder
undergoingdeteriorationhasanirritatingacidicodor.
DisposeofdeterioratingsmokelesspowdersimmediatelyChecktomakecertainthatpowderisnot
exposedtoextremeheatasthismaycausedeterioration.Suchexposureproducesanaciditywhich
acceleratesfurtherreactionandhasbeenknown,becauseoftheheatgeneratedbythereaction,to
causespontaneouscombustion.
Neversalvagepowderfromoldcartridgesanddonotattempttoblendsalvagedpowderwithnew
powderorattempttoblendtwotypesofpowdertomakea“custom”blend.Don’taccumulateold
powderstocks.
Smokelesspowderisintendedtofunctionbyburning,soitmustbeprotectedagainstaccidental
exposuretolame,sparksorhightemperatures.
Forthesereasons,storageenclosuresshouldbemadeofinsulatingmaterialstoprotectthepowder
fromexternalheatsources.
Oncesmokelesspowderbeginstoburn,itwillcontinuetoburn(andgenerategaspressure)untilit
isconsumed.
DOT-approvedcontainersareconstructedtoopenupatlowinternalpressurestoavoidtheeffects
normallyproducedbytheruptureorburstingofastrongcontainer.
Storageenclosuresforsmokelesspowdershouldbeconstructedinasimilarmanner:
1.Ofire-resistantandheat-insulatingmaterialstoprotectcontentsfromexternalheat.

PROPERTIES AND STORAGE
Ammunitionhandloadinghasbecomeincreasinglypopularinrecentyears.Thislealet
discussespropertiesofsmokelesspowderandoffersrecommendationsforitsstorage.
Thisinformationisintendedtoincreasetheknowledgeofallconcernedindividualsandgroups
regardingsmokelesspowder.Thestatementsandrecommendationsmadearenotintendedto
supersedelocal,stateorFederalregulations.Properauthoritiesshouldbeconsultedonregulationsfor
storageanduseofsmokelesspowderineachspeciiccommunity.Asecondsetofinformationentitled,
“SPORTINGAMMUNITIONPRIMERS:PROPERTIES,HANDLING,&STORAGEFORHANDLOADING”
supplementsthisinformationonsmokelesspowder.
PROPERTIES OF SMOKELESS POWDER
Smokelesspowders,orpropellants,areessentiallymixturesofchemicalsdesignedtoburnunder
controlledconditionsattheproperratetopropelaprojectilefromagun.
Smokelesspowdersaremadeinthreeforms:
1.Thin,circularlakesorwafers
2.Smallcylinders,bothperforatedandunperforated
3.Smallspheresorlattenedspheres
Single-basesmokelesspowdersderivetheirmainsourceofenergyfromnitrocellulose.
Theenergyreleasedfromdouble-basesmokelesspowdersisderivedfrombothnitrocellulose
andnitroglycerin.
Allsmokelesspowdersareextremelylammable;bydesign,theyareintendedtoburnrapidlyand
vigorouslywhenignited.
Oxygenfromtheairisnotnecessaryforthecombustionofsmokelesspowderssincetheycontain
suficientbuilt-inoxygentoburncompletely,eveninanenclosedspacesuchasthechamberofa
irearm.
Ignitionoccurswhenthepowdergranulesareheatedabovetheirignitiontemperature.Thiscanoccur
byexposingthepowderto:
1.Alamesuchasamatchoraprimerlash.
2.Anelectricalsparkorthesparksfromwelding,grinding,etc.
3.Heatfromanelectrichotplateorairedirectedagainstornearaclosedcontainerevenifthe
powderitselfisnotexposedtothelame.
Whensmokelesspowderburns,agreatdealofgasathightemperatureisformed.Ifthepowderis
conined,thisgaswillcreatepressureinthesurroundingstructure.Therateofgasgenerationissuch,
however,thatthepressurecanbekeptatalowlevelifsuficientspaceisavailableorifthegas
canescape.
Inthisrespectsmokelesspowderdiffersfromblastingagentsorhighexplosivessuchasdynamiteor
blastinggelatin,althoughsmokelesspowdermaycontainchemicalingredientscommontobothof
theseproducts.

2.Suficientlylargetoventthegaseousproductsofcombustionsatisfactorilywhichwould

11-3.6 SmokelesspropellantsshallbestoredinshippingcontainersapprovedbyU.S.Department
ofTransportation.
11-3.7 Smokelesspropellantsintendedforpersonaluseinquantitiesnotexceeding20lb.(9.1kg)shall
bepermittedtobestoredinoriginalcontainersinresidences.Quantitiesexceeding20lb.(9.1kg),but
notexceeding50lb.(22.7kg),shallbepermittedtobestoredinresidenceswherekeptinawoodenbox
orcabinethavingwallsoratleast1-in.(25.4-mm)nominalthickness.
11-3.8 Notmorethan20lb.(9.1kg)ofsmokelesspropellants,incontainersof1lb.(0.45kg)maximum
capacity,shallbedisplayedincommercialestablishments.
11-3.9 Commercialstocksofsmokelesspropellantsshouldbestoredasfollows:
(a)Quantitiesexceeding20lb.(9.1kg),butnotexceeding100lb.(45.4kg)shallbestoredin
resultifthequantityofsmokelesspowderwithintheenclosureaccidentallyignited.
Ifasmall,tightlyenclosedstorageenclosureisloadedtocapacitywithcontainersofsmokeless
powder,theenclosurewillexpandormoveoutwardstoreleasethegaspressure-ifthepowderin
storageisaccidentallyignited.
Undersuchconditions,theeffectsofthereleaseofgaspressurearesimilaroridenticaltotheeffects
producedbyanexplosion.
Therefore,storageofsmokelesspowdershouldbeinstrictcompliancewithallapplicableregulations
andrecommendationsoftheNationalFireProtectionAssociation.
RECOMMENDATIONS FOR STORAGE OF SMOKELESS POWDER
Store in a cool, dry place. Besurethestorageareaselectedisfreefromanypossiblesourcesof
excessheatandisisolatedfromopenlame,furnaces,hotwaterheaters,etc.Donotstoresmokeless
powderwhereitwillbeexposedtothesun’srays.Avoidstorageinareaswheremechanicalor
electricalequipmentisinoperation.Restrictfromthestorageareasheatorsparkswhichmayresult
fromimproper,defectiveoroverloadedelectricalcircuits.
Do not store smokeless powder in the same area with solvents, lammable gases or highly
combustible materials. store only in department of transportation approved containers.
Do not transfer thesmokelesspowderfromanapprovedcontainerintoonewhichisnotapproved.
Do not smoke inareaswherepowderisstoredorused.Placeappropriate “No Smoking” signsin
theseareas.
Do not subject the storage cabinets to close coninement.
Storage cabinets should be constructed of insulating materials and with a weak wall, seams or joints
to provide an easy means of self-venting.
Do not keep old or salvaged powders. Checkoldpowdersfordeteriorationregularly.Destroy
deterioratedpowdersimmediately.
Obey all regulations regarding quantity and methods of storing. Donotstoreallyoursmokeless
powdersinoneplace.Ifyoucan,maintainseparatestoragelocations.Manysmallcontainersaresafer
thanonelargecontainer.
Keep your storage and use area clean. Cleanupspilledpowderpromptly.Makesurethesurrounding
areaisfreeoftrashorotherreadilycombustiblematerials
11-3 SMOKELESS PROPELLANTS.
11-3.1 Quantitiesofsmokelesspropellantsnotexceeding25lb.(11.3kg),inshippingcontainersapproved
bytheU.S.DepartmentofTransportation,maybetransportedinaprivatevehicle.
11-3.2 Quantitiesofsmokelesspropellantsexceeding25lb.(11.3kg)butnotexceeding50lb.(22.7kg),
transportedinaprivatevehicle,shallbetransportedinaportablemagazinehavingwoodwallsofat
least1-inc.(25.4-mm)nominalthickness.
11-3.3 Transportationofmorethan50lb.(22.7kg)ofsmokelesspropellantsinaprivatevehicle
isprohibited.
11-3.4 Commercialshipmentsofsmokelesspropellantsinquantitiesnotexceeding100lb.(45.4kg)may
bereclassedfortransportationpurposesaslammablesolids(Division4.1)whenpackagedaccording
toU.S.DepartmentofTransportationHazardousMaterialsRegulation((Title49,CodeofFederal
Regulations,Part173.171),andshallbetransportedaccordingly.

(b)Quantitiesexceeding100lb.(45.4kg),butnotexceeding800lb.(363kg),shallbestoredin

(c)Quantitiesexceeding800lb.(363kg),butnotexceeding5,000lb.(2268kg),shallbepermitted
tobestoredinabuilding,providedthefollowingrequirementsaremet:
1. Thewarehouseorstorageroomshallnotbeaccessibletounauthorizedpersonnel.
2. Smokelesspropellantshallbestoredinnon-portablestoragecabinetshavingwoodwallsat
least1in.(25.4mm)thicknessandhavingshelveswithnomorethan3ft(0.92m)of
separationbetweenshelves.
3. Nomorethan400lb.(181kg)shallbestoredinanyonecabinet.
4. Cabinetsshallbelocatedagainstthewallsofthestorageroomorwarehousewithatleast40ft
(12.2m)betweencabinets.
5. Theseparationbetweencabinetsmaybereducedto20ft(6.1m)wherebarricadestwicethe
heightofthecabinetsareattachedtothewall,mid-waybetweeneachcabinet.The
barricadesshallextendatleast10ft(3m)outward,shallbeirmlyattachedtothewall,and
shallbeconstructedof¼in.(6.4-mm)boilerplate,2in(51-mm)thickwood,brick,or
concreteblock.
6. SmokelesspropellantshallbeseparatedfrommaterialsclassiiedbytheUSDepartmentof
Transportationaslammableliquids,lammablesolids,andoxidizingmaterialsbyadistance
of25ft(7.63mm)orbyairepartitionhavingaireresistanceofatleast1hour.
7. Thebuildingshallbeprotectedbyanautomaticsprinklersysteminstalledinaccordancewith
NFPA13,StandardfortheInstallationofSprinklerSystems.
(d)Smokelesspropellantsnotstoredaccordingto11.39(a),(b)and(c)aboveshallbestoredina
Type4magazineconstructedandlocatedinaccordancewithChapter6.
